The step has been taken following an advice given to this effect to the Ministry of Education by the University Grants Commission (UGC).
Among the 21 universities, 17 are state-run while the remaining four are private operating universities.

According to the draft norms announced, foreign universities can set up their campuses in India, decide their admission process, and fee structure.
UGC Chairman and veteran academician, Professor M. Jagadesh Kumar, on Friday while discussing a vista of issues including the New Education Policy and on plans to enable overseas varsities set up campuses in the country, said that the newly introduced dual degrees will make global education affordable for Indian students.
