The report said there was a 21% increase in civilian casualties by the Taliban and an 18% rise in casualties blamed on Afghan security forces and their U.S. allies who dropped more bombs last year than in any year since 2013.
The remaining 11 candidates had far fewer votes, with the fourth-place candidate winning less than 2 per cent.
The Afghan presidential election was held as scheduled on September 28. Preliminary results, which were expected by October 19, are yet to be announced.
