Attacking the previous BJP government, he accused it of distributing benefits worth Rs. 5,000 crore for electoral gains, opening 900 institutions six months before the elections without staff or budget, and lowering the quality of public services.
The CM stated that the policy allows land to be pooled and developed with the cooperation of landowners, facilitating the provision of essential services and planned layouts in the area.

Chief Minister Thakur Sukhvinder Singh Sukhu on Monday, inaugurated a regulated market at Totu in Shimla district constructed at a cost of Rs. 4.5 crore. The facility includes eight shops, an auction platform, a 20-bed dormitory for farmers, a spacious hall for public events and other essential amenities.
He said 100 per cent payments regarding works under MNREGA has been implemented through Direct Benefit Transfer (DBT) and for worksite facilities homemade protective face cover, soap and water were being provided to MNREGA workers.
Besides, funds worth Rs 50 crore have also been recommended for managing Seismic and Landslide Risks in hill States from National Disaster Mitigation Fund to the state.
The survey was conducted by Independent agency IANS-C-Voter on the basis of satisfaction rank of the respondents in the national-wide survey State Jal Shakti and Horticulture minister Mahender Singh Thakur and Education minister Suresh Bhardwaj congratulated for the feat and said the survey was based on satisfaction rating as voted by the respondents in their respective states.
