Attacking the previous BJP government, he accused it of distributing benefits worth Rs. 5,000 crore for electoral gains, opening 900 institutions six months before the elections without staff or budget, and lowering the quality of public services.
The CM stated that the policy allows land to be pooled and developed with the cooperation of landowners, facilitating the provision of essential services and planned layouts in the area.

Chief Minister Thakur Sukhvinder Singh Sukhu on Monday, inaugurated a regulated market at Totu in Shimla district constructed at a cost of Rs. 4.5 crore. The facility includes eight shops, an auction platform, a 20-bed dormitory for farmers, a spacious hall for public events and other essential amenities.
The Chief Minister said the state government was taking necessary steps to monitor their entry and they were being quarantined before they were allowed to resume work.
At present, the runway at Shimla airport is less than 1,200-metre long and its expansion is facing abnormal delays owing to nearby forest area and private land.
Talking to media during his visit to Dharamshala in Kangra district, Thakur said people in border areas alongside China were highly patriotic and were ready to fight, and even prepared to make supreme sacrifice if the need arises.
The state generally contributes 30-40 per cent of total apple production in India, followed by Kashmir, which is at the top with 50 per cent production.
