Attacking the previous BJP government, he accused it of distributing benefits worth Rs. 5,000 crore for electoral gains, opening 900 institutions six months before the elections without staff or budget, and lowering the quality of public services.
The CM stated that the policy allows land to be pooled and developed with the cooperation of landowners, facilitating the provision of essential services and planned layouts in the area.

Chief Minister Thakur Sukhvinder Singh Sukhu on Monday, inaugurated a regulated market at Totu in Shimla district constructed at a cost of Rs. 4.5 crore. The facility includes eight shops, an auction platform, a 20-bed dormitory for farmers, a spacious hall for public events and other essential amenities.
It should be mentioned that since the start of the monsoon, heavy rains have severely damaged most of the state, with the worst districts being Kullu, Shimla, and Chamba.
The CM also watched the live telecast of Prime Minister Narendra Modi's address on the 8th International Day of Yoga from Mysore Palace ground, Karnataka.
During the roadshow, Modi came out of the cavalcade and accepted greetings of the people by taking a stroll on The Mall. Chief Minister Jairam Thakur was accompanying him.
