Kusum Devi managed to receive 70,053 votes after the completion of all 24 rounds of counting, while the RJD candidate secured 68259 votes.
Expecting the win, a large number of male and female supporters assembled at the official residence of Anant Singh in Patna.
By-elections will be held from 7 am to 6 pm amid tight security and the counting of votes will be conducted on November 6.
Sudhakar Singh earlier pointed out corruption in the agriculture department. He publicly said that the corruption was taking place from lower to the higher level officers. "All of them are thieves," he had said.
