In other appointments, the party has made Siddharthan and Pawan Rana Mahamantri their organisational general secretary in Himachal Pradesh and Delhi state units respectively.
Bindal, who hails from Solan, is a former Health Minister and Speaker Vidhan Sabha, and is said to be close to JP Nadda.
The state Congress President said the officers in Jai Ram government are totally indifferent and that is why the cases of COVID-19 have increased in Himachal manifold.
"Such people should do one good work for society and see how much hard work it takes for that. They should think twice before speaking,” he said.
