The Manichaen extremism of Shining Path designated all those outside the party as enemies. All areas not controlled by the Shining Path became military targets ~ including representatives of the campesinos, trade unionists and leaders of women's organizations. The followed a strategy of selective annihilation, with the aim of creating power vacuums and then installing Shining Path‘s leaders and militants in key political roles
