Marsh will arrive at Lord's prior to the start of the T20 campaign in May.
He said his goal this season was to help his team (Scorchers) win the BBL.
Notably, Livingstone is the first international signing for Scorchers ahead of the BBL season.
On Thursday, the Stars confirmed that Coulter-Nile will be joined by Western Australians Clint Hinchliffe and Lance Morris.
Cricket Australia said the incident would be "followed up".
