This comes two days after claiming to have tested a newly developed missile in a resumption of its weapons displays after a six-month lull.
On his new policy on South Korea, Kim said bilateral relations could return to three years ago when a peace mood was created "at any time", but this only depends on Seoul's attitude.
Damage in areas near Pyongyang was also reported, it said but did not mention any casualties.

Earlier this week, the North Korean leader was gravely ill following heart surgery.
Trump's denial of the report came two days after he declined to comment, saying only that he wished Kim well.
The US president's comments follow a flurry of questions about Kim's health after a report Tuesday that Kim was being treated after surgery.
North Korea is among just a few countries in the world that claim to have no coronavirus infections, generating speculation that it might be hiding an outbreak.
