This comes two days after claiming to have tested a newly developed missile in a resumption of its weapons displays after a six-month lull.
On his new policy on South Korea, Kim said bilateral relations could return to three years ago when a peace mood was created "at any time", but this only depends on Seoul's attitude.
Damage in areas near Pyongyang was also reported, it said but did not mention any casualties.
Kim has been concerned “day and night” about people in Kaesong as they continue their “campaign for checking the spread of the malignant virus”, the report added.
Kim's visit marks the second of its kind since he became leader in 2011, following the inspection of North Hamgyong province that was hit by a flood in 2015.
The patient was found in Kaesong City, which borders the South, and "was put under strict quarantine", as would anybody who had come in close contact, state media said.
Pyongyang insists that it needs its nuclear arsenal to deter against a possible US invasion.
Kim declared in December an end to moratoriums on nuclear and ballistic missile tests, and Pyongyang has repeatedly said it has no intention to continue talks unless Washington drops what it describes as “hostile” policies toward the North.
The moves included re-entering areas of the North that it had withdrawn from as part of inter-Korean projects, restoring guard posts in the Demilitarized Zone that forms the border, and stepping up exercises.
