Chhattisgarh Chief Minister Vishnu Deo Sai on Saturday presented the state's development plan at the ninth meeting of the Governing Council of NITI Aayog.
Meanwhile, the state assembly passed a resolution demanding that the Centre should amend its Budget proposals to ensure fair deal for Telangana.
Kumar said, "What was the need for a new Parliament? I have repeatedly said that people in power will change the history of this country."
CM Gehlot has cited health reasons for not attending the meeting, while CM Vijayan has not given any specific reason for his absence.
The chief ministers discussed issues of their respective states, especially those related to farmers and tribals which will be taken up at the Niti Aayog meeting.
Structural reforms in agriculture, drought situation and relief measures, challenges in transforming aspirational districts and security-related issues will be discussed in the meeting.
