The Tokyo Olympics were slated to be held in July-August this year but had to be postponed to 2021 because of the COVID-19 pandemic.
Olympic Day is celebrated every year on 23 June since 1948 to mark the beginning of the modern-day Olympic Games.
Mittal has claimed that there had been "gross violations" in the process which led to Narinder Batra being elected IOA President in December 2017.
On June 8, he wrote to FIH Disciplinary Commissioner Gordon Nurse, wherein he questioned the eligibility of Narinder Batra as FIH President.
Narinder Batra in a letter to IOA's Executive Committee and IOA members said that he will formally respond to the allegations once he returns to office.
Batra however said that there is nothing to worry about as the central government has assured support till the Tokyo Olympics and beyond.
Batra said that the situation that Indian sports administrators face is a unique one due to the sheer size and population of the country and a model like the one followed in Germany cannot be implemented here.
Additionally, two members of staff, one each from his offices in New Delhi and Faridabad have also tested positive for the virus.
Batra and IOA Secretary General Rajeev Mehta have been divided in their opinion on the resumption of training of athletes in the wake of the coronavirus pandemic.
IOA President Batra also provided a breakdown of the funds required by the different sports bodies.
