Moon also called for aides to spare no efforts to provide compensation to small merchants and self-employed people who were hit by the government's imposing of tighter virus curbs.
The cases were traced to services at the Sarang Jeil Church in Seoul and also a massive rally held in the capital city on August 15.
Among the four victims, Lee Chun-sik is the only surviving plaintiff.
Two people were killed and five missing in two incidents of boat capsizing, but they were not included in the death toll as the cases were categorized as a marine accident.
Public facilities, such as roads and bridges, railways and water reservoirs were also destroyed.

The moves included re-entering areas of the North that it had withdrawn from as part of inter-Korean projects, restoring guard posts in the Demilitarized Zone that forms the border, and stepping up exercises.
The two zones are sites of long-shuttered joint inter-Korean projects: Southern tourists visited the scenic Mount Kumgang until a North Korean soldier in 2008 shot dead a woman who strayed off the path.
