The prosecution office also filed charges against 16 individuals, including the former Chief Executive Officer of Vale Fabio Schvartsman.
The death toll from the collapse of a dam holding back mine waste in southeastern Brazil rose to 40 on Saturday as searchers flying in helicopters and rescuers labouring in deep mud uncovered more bodies.
The dam burst on Friday caused a sea of muddy sludge to spread across rural areas of Brumadinho city in Minas Gerais state, burying buildings and vehicles.
