Kandy Tuskers, Galle Gladiators, Dambulla Hawks, Colombo Kings and Jaffna Stallions are the five teams participating in the tournament.
Gayle and Plunkett were set to join former India all-rounder Irfan Pathan, Munaf Patel, Kusal Perera, Kusal Mendis and Nuwan Pradeep at Kandy Tuskers.
Along with Irfan Pathan, Andre Russell, Faf du Plessis, David Miller and David Malan are among the other overseas players who have pulled out of tournament.
