The Saudi list of offences include the killing of civilians in the US-supported conflict in Yemen, the murder of journalist Jamal Khashoggi, the alleged torture of an American citizen and the detention of women's rights activists.
"We have discussed with the UN secretary general and our counterparts, and will continue to discuss" a possible probe, Mevlut Cavusoglu said at a press conference in Ankara.
Salah bin Jamal Khashoggi, a dual US-Saudi citizen, had previously been unable to leave Riyadh after his passport was restricted by the Kingdom a few months ago.
