In the context of re-induction of Saji Cherian in the Pinarayi Vijayan cabinet, Arif Mohammad Khan had sought legal opinion on whether ‘governor cannot reject the name of minister suggested by chief minister’.
The Bill seeks to amend eight Acts relating to different universities to remove the governor as the ex-officio chancellor of the universities and to empower the state government to appoint a chancellor.
The notices have been sent to Sree Narayana Guru Open University Vice-Chancellor PM Mubarak Pasha and Digital University of Kerala Vice-Chancellor Saji Gopinath. They have been asked to submit their replies before 5 pm on November 4.
The Chancellor has powers to withdraw the representatives nominated by him from the Senate, if their functioning is not satisfactory.
Pinarayi Vijayan said the duties of a governor and the state government have been defined in the Constitution and whoever thinks he has powers beyond it should understand that his thoughts are invalid.
Kerala governor Arif Mohammad Khan on Thursday said that he would not allow the appointment of unqualified relatives of Chief Minister Pinarayi Vijayan to universities.
The Governor had visited the family of a young final year Ayurveda medical student, who took her life after her husband allegedly demanded an expensive car last month. After paying tributes, Khan had told the media that NGOs and volunteers should step up the awareness drive through a campaign against dowry and promised that he is ready to work as a volunteer.
In a letter to Chief Minister Pinarayi Vijayan, the Governor said that when he had given his assent to convene the budget session of the Assembly on 8 January, he did not see any reason to convene an emergency session earlier. The stand of the Governor has brought the ruling CPI(M)-led Left Democratic Front and the Opposition Congress-led United Democratic Front on the same page for the first time.
