Rao accused the Congress government of being politically vindictive.
The Enforcement Directorate will probe into the alleged irregularities committed in the Sheep Rearing Development Scheme, which was launched during the tenure of previous BRS government under K Chandrasekhar Rao.
Former Congress President Sonia Gandhi will also not travel to Telangana to participate in the function due to health reasons.
Rao’s assertion was dismissed by Telangana Chief Minister and PCC president A Revanth Reddy said that the former CM was speaking like KA Paul, the maverick Christian evangelist and leader of Praja Shanti Party.
Although the Congress has achieved a clear majority with 64 MLAs, the party is expected to follow in the footsteps of KCR and encourage defections from the BRS in the coming days.
Two-time Chief Minister K Chandrasekhar Rao himself suffered a humiliating defeat in Kamareddy which threw up a huge upset as both he and PCC chief Revanth Reddy lost to BJP candidate K Venkata Ramana Reddy.
"I thank the voters of Telangana for showing confidence on us. The people of Telangana have decided that there must be change, there must be change for progress and development," Shivakumar said.
The voting for the 119-member Telangana Legislative Assembly will began at 7 am on Thursday.
Assembly elections in Telangana will be held on November 30.
