Police spokesman Ferdaus Faramarz said that the first blast took place after a magnetic bomb placed in a police vehicle went off in the early hours of the day.
No individual or group including the Taliban has claimed responsibility yet.
Tuesday's blast comes a month after two Afghanistan Independent Human Rights Commission (AIHRC) staffers were killed in an explosion in Kabul.
Taliban has claimed responsibility for the attack.
No casualties have been reported so far, authorities said.
