The news came three days after President Nicolas Maduro hinted that his rival was "in hiding" at a diplomatic location.
The recent arrests bring to 91 the number of people detained in what Venezuela said was a botched incursion.
President Maduro on Saturday accused Goudreau of operating under the orders of US President Donald Trump, a staunch critic of the Venezuelan leader.
The arrests came a day after the government said it foiled an "invasion" from the sea, killing eight assailants and capturing two others.
Guaido's international trip was the second time he'd flouted the travel ban.
On Wednesday, Guaido described his meeting with President Donald Trump at the White House as very productive.
Guaido, who is also the President of Venezuela's National Assembly, made the remarks shortly after meeting Trump, whose administration was the first to back him after he proclaimed himself Venezuela's interim President January 23, 2019.
Upon his release in 2018, he left for Peru, and the opposition alleged that he had been exiled from the country.
Putin also said that dialogue with opposition forces in the Latin American country must continue.
