According to the statement, O'Neil described the charges as a "political move" with "false" and fabricated" charges and claimed he was "not informed or presented with a warrant to appear anywhere today".
Marape, aged 64, said his victory represented power shifting to a new generation and away from O'Neill's top-down approach to one more suited to the country's complex tribal, regional and ethnic politics.
"O'Neill's departure has the potential for a wholesale shift in the policy direction taken by PNG's government," said Jonathan Ritchie of Melbourne's Deakin University.
O'Neill was under pressure following the signing of a multi-billion-dollar deal for a liquefied natural gas (LNG) project with France's Total and US firm ExxonMobil earlier this year.
