The development comes hours after UP Chief Minister Yogi Adityanath claimed that those upset about his state's progress were using the Hathras incident to conspire against it.
But the doubt persists as the victim’s samples were sent to the forensic lab in Agra 11 days after the incident.
'Such incidents (like rape) can be stopped only with sanskar (culture), not with shasan (good governance) or talwar (referring to sword or might,' he said.
'I won’t accept the behavior of the UP government towards the family of the Hathras victim. None of any Indians will accept it,' he said.
