Himachal govt will fulfill 10 guarantees in phased manner: Congress

In a rebuttal to the statement of former Chief Minister Jai Ram Thakur, Himachal Pradesh Congress General Secretary and Shimla (Rural) MLA Vikramaditya Singh said that the 10 guarantees are not of any particular person.
