Putin to sign decree on Donbas soon; Macron, Scholz express disappointment

Russian President Vladimir Putin on Monday told French President Emmanuel Macron and German Chancellor Olaf Scholz that he intends to sign a decree on Donbas soon said Kremlin in a statement.
