The Governor maintained that the post of chancellor was not a favour bestowed by the state government, but as per a consensus at the national level.
Arif Mohammed Khan said that the governors are holding the office of chancellor on the basis of a national consensus arrived at the national level in the early 1950s and a report from a National Commission, and no state government can go against it.
As per the Act of Kalamandalam deemed-to-be-university, the power to appoint the Chancellor is vested in the state government.
The decision came after Governor Arif Mohammad Khan sought the resignations of vice-chancellors of all nine universities in the state.
Stating that the chancellor cannot ask the vice-chancellors to resign based on the verdict of the Supreme Court, CM Vijayan said the orders of the apex court are applicable only to the vice-chancellor of the Kerala Technological University (KTU).
