A 300-page report of the magisterial probe into the accident stressed that Saurabh Mithu Madan, son of a Congress councillor and a close aide of the Sidhus, should have ensured the safety of people at the venue, official sources said.
Pathak also reported that no information was given about the Dussehra event to the railways by the organisers or the local administration.
He said in the past, a CRS inquiry was conducted into incidents involving trains running over persons on the tracks.
