The NGO contended that the Selection Committee has been completely bypassed by the union government which has arbitrarily, without any jurisdiction, appointed Rao as interim Director on January 10.
"It is clear that after acting as an ambassador, after lobbying for Asthana, doing advocacy for him, the CVC is writing a report which is the entire basis for the committee's decision," said Singhvi.

Verma, a 1979-batch IPS officer from AGMUT cadre, was transferred from the position of CBI director to Director General, Fire Service, Civil Defence and Home Guards under the Home Ministry Thursday.
In a major bureaucratic reshuffle, the government had appointed senior IPS officers Rakesh Asthana as Special Director of Central Bureau of Investigation (CBI) in October 2017.
"CBI must function without external influences. I have tried to uphold the integrity of the institution while attempts were being made to destroy it,” said Verma.
Nageswara Rao had earlier been appointed as the interim Director of the premier investigating agency on October 23 after the then CBI Director Verma was divested of his powers and sent on leave.
