RTI decay
Nineteen years ago, on 12 October 2005, India took a bold step toward enhancing transparency and accountability with the enactment of the Right to Information (RTI) Act.
The Economic Survey 2017-18, tabled in Parliament on Monday, highlighted several technology-driven initiatives taken by the government for better enforcement of labour laws and to ensure transparency and accountability.
The Survey took stock of the legislative reforms in the labour sector for creation of employment opportunities and for providing sustainable livelihoods for the population largely engaged in informal economy.
The Survey noted that the government had undertaken numerous technology enabled transformative initiatives such as Shram Suvidha Portal, ease of compliance to maintain registers under various Labour Laws/Rules, Universal Account Number (UAN), and National Career Service portal to reduce the complexities in compliance of the laws.

The Survey said there was highest-ever budget allocation under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) during 2017-18.
About 4.6 crore households were provided employment totalling 177.8 crore person-days during 2017-18 as on 14 January 2018. Of this, women accounted for 54 %, Scheduled Castes 22 % and Scheduled Tribes 17 %.
