The Rajasthan Police on Monday claimed that the State recorded the highest rate of conviction, low pendency, and quick disposal of crime cases, including rape, POCSO against women and minor girls as compared to the national average.

In his interaction with media here, Director General of Police, Umesh Mishra said,” there is also a misconception that Rajasthan ranks first in India in rape cases. The truth is that Madhya Pradesh ranks top in the country’s rape cases and Rajasthan stands next to it “.

He said, “the reason for Rajasthan being in second place is “uninterrupted registration” (or free FIR registration scheme of the State Government) and not the comparative excess of rape incidents. Because 41 per cent of the total cases registered here are found to be ‘false’, whereas at the national level this average is 8 per cent.”

However, the DGP admitted that in the stipulated year, there has been an increase in the registration of FIRs to 11.61 per cent under the Indian Penal Code as compared to the year 2021. “Of these FIRs, the final report was put on 31.83 per cent cases, which was 30.44 per cent in 2021.”

On a comparative point of view, in cases of rape, according to the National Crime Record Bureau (NCRB) statistics in Rajasthan, the conviction percentage is 47.9, which is much higher than the national level conviction percentage of 28.6. According to the statistics, the State is at the fourth place in terms of atrocities on women.

In the cases registered against women, where the average investigation time was 211 days in the year 2018, it has reduced to only 69 days in the year 2022, said the DGP.

In the cases under Protection of Children from Sexual Offences Act (POCSO) in 2022, the DGP said, Rajasthan achieved a conviction rate of 48 per cent as against the national average of 32 per cent. Five convicts were given capital punishment, 209 life got imprisonment or 20 years of jail, and 209 others were punished in POCSO cases in the stipulated year. The rate of pendency under the POCSO was 10.4 pc against the national average of 24.9 percent.

Whereas the pendency rate in crime against women in 2022 it was 9.6 per cent against the national average of 31.7 per cent.

However, Mishra admitted that in the stipulated year, there has been an increase in the registration of cases FIRs under the Indian Penal Code to 11.61 per cent as compared to 2021. “Of these FIRs, the final report was put on 31.83 per cent cases, which was 30.44 percent in the previous year 2021”, he added.

The DGP added that the cyber police stations in every district were being set up and the policemen dealing with these cases were undergoing training on a high level.

According to the DGP, the law and order in the State is very much under control, and the State police are taking all preventive measures to stop crime of all nature.
