HC directs 5 accused students in Odisha to compile report on prison hygiene
The accused students pursuing their graduation course had perpetrated the crime on 28 December last year in Cuttack city.
The court’s observation came during a hearing on a petition moved by Jharanabala Patra on non-registration of e-FIR filed by her at Cuttack Sadar police station.
The registration of ‘e-F.I.R’, especially in cases of crimes against women, will go a long way in combating crimes against women and ensure better women safety and security, the Orissa High Court observed on Monday.
Justice Dr. S K Panigrahi, while hearing a petition moved by Jharanabala Patra on non-registration of e-FIR filed by her at Cuttack Sadar police station, directed the Director General of Police (DGP) to file a reply before the high court within 15 days regarding possibility of having a system of registration of e-F.I.R. in the State.

The HC posted the matter for further hearing on 5 January.

It may be noted here that Odisha police had launched its ambitious ‘e-FIR’ system under the Centre-sponsored Crime and Criminal Tracking Network and Systems (CCTNS) project way back in 2015. However, the system has failed to make much headway for a multiplicity of factors including alleged nonchalant attitude of officers at the police station and poor internet connectivity in stations in far-flung areas.
