India disappointed with Pak response to its dossier on Pulwama attack

In a briefing for the Pakistan-based diplomatic community on Islamabad’s initial findings on the Indian dossier on the Pulwama attack, the Pakistan foreign office said 54 detained individuals were being investigated in connection with the incident but no details linking them to Pulwama have been found so far.

India on Thursday expressed disappointment over Pakistan’s response to its detailed dossier on the Jaish-e-Mohammed’s complicity in the cross-border terror attack in Pulwama and the presence of terror camps of the dreaded outfit on Pakistani territory.

“Regrettably, Pakistan continues to be in denial and even refuses to acknowledge Pulwama as a terror attack. It has not shared details of credible action, if any, taken by it against terrorists or terrorist organisations based in territories under its control,” spokesman for the External Affairs Ministry Raveesh Kumar said.

His comments came after Pakistan called Indian High Commissioner Ajay Bisaria to the foreign office in Islamabad on Wednesday evening and told him that it had found no evidence of the JeM’s involvement in the terror attack at Pulwama on 14 February in which more than 40 CRPF personnel were killed.

Pakistan also claimed that no terror camp existed at 22 locations shared by India in the dossier New Delhi gave to Islamabad following the Pulwama attack.

The Indian spokesperson said India was hardly surprised, as an identical script was followed by Pakistan in the past, after the terror attacks in Mumbai in 2008 and in Pathankot in 2016.

“It is a well-known fact that the UN-designated terrorist organisation JeM and its leader Masood Azhar are based in Pakistan. This was again acknowledged recently to international media by Pakistan’s Foreign Minister. There’s no dearth of sufficient actionable information and evidence in Pakistan itself to take action against them, if there is sincerity and intent to do so,” he said.

Nevertheless, the spokesperson said India was examining the paper handed over by Pakistan to the Indian envoy.

He said Pakistan should abide by the commitment it gave in 2004, and which its current leadership has recently repeated, vowing not to allow any territory under its control to be used for terrorism against India in any manner. Pakistan should take immediate, credible, irreversible and verifiable actions against terrorists and terror organisations operating from territories under its control, he added.

Earlier, indicating that it was willing to allow visits to India on request to these locations, Islamabad said it was committed to taking the investigation in the Pulwama attack to its logical conclusion provided additional information and documents were provided by India.

Pakistan said India had shared with it “a paper” on 27 February on the Pulwama attack. Soon after its receipt, Pakistan had constituted an investigation team, detained a number of persons for investigations and initiated work on the technical aspects of social media content.

“The Indian paper contains 91 pages and 6 parts, out of which only part 2 & 3 pertain to Pulwama incident. Other parts are generalised allegations. Pakistan is focusing on those parts which relate to Pulwama incident,’’ it said.
