Haryana: Kar Bhawan in Rewari, Suvidha Kendras in all GST offices

This decision was taken by the Haryana Cabinet which met under the chairmanship of Chief Minister Manohar Lal Khattar on Tuesday and approved the amendment in Haryana Motor Vehicle Rules, 1993.
Educational institutions in Haryana will now act as licensing authority for the issuance of learner driving licence for non-transport vehicles to the students of their respective institutions.
This decision was taken by the Haryana Cabinet which met under the chairmanship of Chief Minister Manohar Lal Khattar on Tuesday and approved the amendment in Haryana Motor Vehicle Rules, 1993. As per the amendment, for the purpose of issuance of learner licence to the students, various officers of universities and institutions in the state would be the licencing authorities for a non-transport vehicle.

This relaxation will be subject to the conditions prescribed under section 7 and 8 of Motor Vehicle Act, 1988 and rules 4, 10 and 11 of Central Motor Vehicles Rules, 1989 within the area of their territorial jurisdiction.

These include Registrars of all universities, Directors of medical colleges, Directors/Principals of Engineering and Technology Institutions recognized by All India Council for Technical Education, Principals of Government College and Government Aided Colleges, Principals of Government Colleges of Education, Principals, Government Aided College of Education, Principal, Government Polytechnics and Industrial Training Institutes, Principal, Government Nursing Colleges, Principal, Government Pharmacy Colleges and Directors or Principals of Government Ayurvedic, Homeopathy, Allopathic and Unani Colleges.
The Cabinet also approved the amendment in the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Rules, 1949 to provide relief to the farming community. The rules will be called the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Haryana Amendment Rules, 2019.
As per the new rules, the width of village to village and circular roads will be modified from the present parameter of 4 to 6 karams to width of 5 to 6 karams and in respect of roads serving as communication of village fields to village abadi from the present width of 3 to 4 karams to a width of 4 to 5 karams.
The Cabinet also approved the proposal of Revenue and Disaster Management Department regarding notifying the limits of extent of land purchased through private negotiation referred to in subsection (1) of section 46 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
The provision of the Rehabilitation and Resettlement will be applicable for purchasing land through private negotiation by any person other than a specified person for an area equal to or more than 2000 acres, subject to any further notification as may be notified.
