Haryana Government has decided the policy parameters to be followed in the examination and disposal of the cases pertaining to request for grant of permission for change of land use for setting up of an educational institute in the agriculture zone of the development plan.

While stating this, a spokesman of Town and Country Planning Department said that the proposed educational institute should have been conceptualised as supporting the hinterland for rural areas and urbanisable area surrounding it.

He said that the site should be approachable from minimum 33 feet wide revenue passage or public road, in case of primary school, middle school and high school.

However, in case of university, engineering or architecture college, medical college, polytechnic, hotel management college, bank sponsored training, in-house training centers of industries or corporation, skill development centers, specialised technical training institutes and skill training institutes for providing self-employment, the site should be approachable from minimum 40 feet wide passage or public road.

The spokesman said that the area norms for education facility as per policy dated January 8, 2014 and dated February 11, 2016 would be followed.

He said that on getting the permission for change of land use, the applicants would conform to relevant norms of respective regulatory department or agencies in the State besides, the genuineness certificate from the concerned Deputy Commissioner.

The spokesman said setting up of educational institutions in agriculture zone would be treated as permissible use in the agriculture zone and therefore, an amendment in the zoning regulations of the development plans would be carried out.

He said that the parameters as mentioned in this policy would also be made part of zoning regulations of the development plan. He said that till the final notification of the amendments of zoning regulations of various development plans, the cases for allowing educational institutes in the agriculture zone subject to compliance of policy parameters would be submitted to the government for consideration and approval.
