The accused were identified as Yogesh Tulsani, 27, a resident of Shalimar Bagh and Arvind Kumar Sharma, 45, a resident of Gokal Puri.
Ten individuals have been arrested in connection with the case, including the gang's leader, Kanhaiya, from Mathura.
The Delhi minister directed the principal secretary in charge of the PWD and the Law Department to jointly prepare a detailed draft.
The CAQM has asked all the agencies concerned to implement all the actions under GRAP stage- III with immediate effect.
