Delhi govt asks FSL for speedy tests in crime against women

For speedy completion of prosecution in cases related to crime against women in the national capital, Aam Aadmi Party (AAP) government has asked the Forensic Science Laboratory (FSL) to fast track examination of cases referred to them.

Delhi Home Minister Satyendra Jain in a letter, a copy which is available with this newspaper, asked the Principal Secretary (Home) to make sure that cases related to crimes against women were given top priority and forensic examinations were completed within a month. Jain has also sought a monthly report in such cases.

“Keeping in view the ever increasing incidents of crimes women /girl child/ Pocso offences, all such cases referred for forensic examination need to be attended urgently for earliest completion of prosecution. Accordingly, please ensure that such cases are given top priority and forensic examination is completed within a month. A monthly report in this regard be submitted,” Jain said in the letter, a copy of which is also sent to FSL director.

Delhi government’s move has come at a time when there is an outrage in the country against recent rape cases that took place in Kathua and Unnao.

A close aide to Chief Minister Arvind Kejriwal, meanwhile, told The Statesman that the government was of the view that in crime against women, especially in the rape cases, there should not be any delay in putting the victim on trial. And thus the decision was taken to expedite the process of forensic examination of such cases.

The national capital has got the dubious distinction of topping the list of crimes against women, according to data released by National Crime Records Bureau (NCRB) in November last year.

The NCRB report revealed that Delhi reported the maximum number of rape cases among 19 major cities in the country ~ accounting for 40 per cent of the total ~ besides having the highest crime rate in 2016.

“In 2016, the Delhi accounted for 2,155 cases of rape, 669 cases of stalking and 41 cases of voyeurism,” the NCRB report stated.
