The Delhi government has decided to bring a law to regulate coaching centres in Delhi, senior AAP leader and a cabinet minister, Atishi, said on Wednesday.

According to the minister, the proposed law will not only specify the infrastructure requirement and qualification of the teachers but will also regulate the fee of the coaching institutes.

Addressing a press conference here, she said these coaching centres would be prevented from floating misleading advertisements.

In this context, Atishi said the Kejriwal Government would constitute a committee comprising government officials and students from different coaching hubs in Delhi to frame the said law.

The development came in wake of the death of three IAS aspirants in the basement of an institute in Old Rajinder Nagar on July 27 flooded with rainwater.

Atishi said that the Delhi government won’t wait for the Central law. “Just as private schools and private hospitals/nursing homes are regulated by a law, guidelines for their infrastructure are made, they are regularly inspected, they are given recognition, similarly the Delhi government will bring a law to regulate all the coaching institutes running in Delhi, whether preparing for IAS, IIT, NEET, CUET, NDA or any other exam.”

The minister, elaborating on the matter, said that the Delhi government would bring the Coaching Institutes Regulation Act as a long-term solution to the problem.

“Just as schools, nursing homes are given an infrastructure requirement, the coaching institute regulation act that will come will have the infrastructure requirement of the coaching institute and the qualifications of the teachers will be specified. The fees of coaching institutes will be regulated as these coaching centres charge exorbitant fees. These coaching centres will be prevented from giving misleading advertisements,” she added.

The cabinet minister said the process through which coaching centres would be regulated won’t be a one-time process as regular inspections of these institutes would be done.

She shared an email address, ‘coaching.law.feedback@gmail.com’, for seeking public feedback, and further said that the same will be publicized through newspapers and FM radio. “I appeal to all the people of Delhi, especially the students to give their feedback. This act will have regulations according to the requirements of the students studying in coaching institutes. We believe that only such a law will provide a long-term solution to this type of illegality and irregularity that is going on in the coaching industry,” Atishi added.

Giving an update on the action taken after the July 27 tragedy to the media at the press conference, Atishi said the MCD has terminated the services of a junior engineer and suspended an assistant engineer of the area based on the preliminary inquiry into the incident. The report of the magisterial probe ordered into the incident will come in 6 days and strict action will follow.

She said basements of 30 coaching centres in Rajinder Nagar, Mukherjee Nagar, Laxmi Nagar and Preet Vihar have been sealed while notices have been issued to 200 other coaching centres in Delhi.

Delhi Mayor Dr Shelly Oberoi shared the details of the action taken so far, adding that, “In the last three days, more than 30 coaching centres, which were operating from basements, have been sealed, majorly in Rajinder Nagar, Mukherjee Nagar, and Preet Vihar. More than 200 coaching institutes throughout Delhi, which are running illegally in basements, have been given show-cause notices. Starting from today, the basements of all those coaching centres will be sealed. Secondly, we have taken action against two officers. First, the JE was terminated, and then the AE was suspended,” she stated.
