Post-graduates and doctorates from premier institutes are going to teach undergraduates in engineering colleges in backward regions of 11 districts in Bihar, Jharkhand, Odisha, Uttar Pradesh, Uttarakhand and Andaman & Nicobar as part of an HRD Ministry initiative. This is being done under the third phase of Technical Education Quality Improvement Programme (TEQIP).
HRD Minister Prakash Javadekar said there are a lot of vacancies for teachers in engineering colleges in backward states and quality teachers are not willing to go there to teach.
Altogether 5000 applications were received by the HRD Ministry from MTechs and PhDs from Indian Institutes of Technology (IITs), Indian Institutes of Science Education and Research (IISERs) and Indian Institute of Science (IISc) who were willing to go to rural areas to teach.

Out of them 1225 have been selected and they are being posted in these areas for a period of three years.Of the 1225 chosen to teach, 293 are PhD holders and 932 are M.Tech.
As Assistant Professors they will get a lumpsum pay of Rs 70,000 per month for three years. An allocation of Rs 370 crore has been made for this initiative. Javadekar said all of them have already started teaching in the engineering colleges.
Under the initiative there will be focus on seven districts which have been called aspirational. They include Gaya and Muzaffarpur in Bihar, Kalahandi in Orissa and Dumka in Jharkhand. “The states had requested the HRD Ministry that an initiative must be taken as there are lot of vacancies of teachers in engineering colleges,” said Javadekar.
