Haryana Governor Kaptan Singh Solanki has approved an ordinance for adopting Clinical Establishments (Registration and Regulation) Act in the state.

Initially, it will cover private hospitals having facility of more than 50 beds. State Health minister Anil Vij said the Act is being implemented to ensure minimum standards of facilities and services for providing quality healthcare to the people.

He said a notification would soon be issued and after that it would be applicable in the entire state. The implementation of Act would help in extending quality healthcare facilities to the people as well as redressal of grievances being received against private hospitals. Vij said the Union government had already implemented this Act and now Haryana too has adopted it.

Sixteen states have adopted this Act. To begin with, clinical establishments less than 50 beds were given exemption so that small hospitals do not face any trouble.

After its implementation, any private hospital would not be able to function arbitrarily or be negligent in treatment. In spite of this, if any complaint is received, stern action would be taken against such hospitals, he added.

Last year, a Committee of Haryana’s Health Department had indicted Gurugram’s Fortis Medical and Research Institute (FMRI) for “causing death by negligence” and found violating various prescribed norms including overcharging for the medical diagnosis. Following this, the state government announced that it would bring a stringent law.
