In a big relief for residential plot holders in sectors developed by the state’s urban development authority Haryana Shehri Vikas Pradhikaran (HSVP), Haryana Chief Minister Manohar Lal Khattar on Thursday announced to allow construction of fourth floor in such plots.

Addressing a Press conference, the CM said Haryana government has allowed the construction of four-story residential buildings in the state, the registration of which will be opened from Thursday onward. The state government has framed a policy in this regard and the registration could be made from Thursday onward, he said.

Khattar said registration of each floor will also be allowed from now. For tackling the parking problems in residential colonies, it will now be compulsory for plot owners to leave a 12.5 meter car bay in the ground floor.

In another initiative, the CM announced to soon form a developmental authority for Faridabad on lines of one Gurugram Metropolitan Development Authority (GMDA).

“Since area and population wise Faridabad is bigger than Gurugram, we feel such an authority is required for the city. The work for it is already going on and it will soon be put in place in order to fulfill the developmental requirements of Faridabad,” Khattar said.

For HSVP allottees with outstanding dues, the CM said a new one-time settlement policy will soon be brought. “Under the policy,40 per cent rebate will be offered to allottees to help them clear their outstanding dues,” he said.

Khattar informed that about 22,000 of the 60,000 allottees have made use of the existing settlement policy and deposited dues worth Rs 3,200 Crore. The CM said farmers whose land was acquired and have not been paid their dues will be paid the due amount as per a priority list displayed on the Town and Country Planning Department website.

Khattar said instead of allotting the sites for petrol pumps and CNG stations, the HSVP will now auction such sites directly to petroleum companies.

The CM also informed that 47 new 47 residential sectors will soon be added to the HSVP colonies. Of this, nine will be added during the current financial year.

Khattar informed that along the Kundli-Manesar-Palwal (KMP) Expressway, five new towns will be developed on each side of the highway. He said 185 kilometers of the highway fall in five Haryana districts, Palwal, Mewat, Gurugram, Sonipat and Jhajjar.

The CM said during past four years, his government has strived to root out corruption in the state and the processes related to the land deals have been made simple and transparent. “We have discontinued the first come first serve policy and not kept any discretionary powers in order to root out corruption,” he said.
